Your visitors left without calling. Remarketing brings the right ones back.

A couple in Abu Dhabi spends Thursday evening on three interior design websites. They save nothing, call nobody, and go back to work on Sunday.

Two weeks later, one of those firms shows them a 30-second walkthrough of a finished villa while they watch YouTube. That firm gets the WhatsApp message.

That is remarketing: ads shown to people who already know you. This post covers where to run it heading into 2027, how Google’s AI now builds and uses your audiences, and the policy that keeps most clinics out of it.

The Short Answer: Start remarketing on Search and YouTube, where intent and attention are highest, and add Display last with tight controls. Exclude people who already converted, and decide how long each audience stays on your list. Clinics should check Google’s health policy first, because most remarketing audiences are off-limits for health ads.

Why second visits matter in the UAE

UAE buyers rarely decide on the first visit. They compare several providers, ask friends on WhatsApp, and often check with a partner or family before they enquire.

High-value services take longer still. A training course might take a week to decide; a villa fit-out can take months. Remarketing keeps you in that comparison without paying to reach strangers.

What remarketing means in Google Ads now

Google now calls remarketing lists “your data segments.” You can build them from four sources:

  • Website visitors, collected through the Google tag or GA4
  • YouTube viewers and subscribers, once your channel is linked to Google Ads
  • Customer Match, lists you upload from your CRM, using only contacts who agreed to hear from you
  • Conversion-based customer lists, which Google now builds from people who converted

Each list needs at least 100 active users in the last 30 days before it can serve, and membership can run up to 540 days. Smaller UAE businesses hit the size limit first, so start building lists before you need them.

Search and YouTube first, Display last

Not every placement deserves the same budget. We compared the networks in our guide to Search, Display and Performance Max; for remarketing, this is the order I use with service businesses:

  1. Search, with your lists on observation. Past visitors who search again are your warmest traffic. Observation leaves your reach unchanged and shows how they perform, so you can bid more for them.
  2. YouTube, through Video or Demand Gen campaigns. A short walkthrough or testimonial gives a returning visitor a reason to trust you, not just a reminder that you exist.
  3. Display, last. It is the cheapest reach and the easiest to waste, so it comes in only once Search and YouTube are working.

On a tight budget, stop after step one. Search remarketing is worth running even when nothing else is.

If you run Display, lock it down

Display remarketing follows people across millions of websites and apps. Without controls, a large share of that spend lands in mobile games and low-quality sites. Set these before launching:

  • Exclude apps and poor placements. Exclude mobile app categories and any individual apps that appear in your placement report, along with sites that bring clicks but no enquiries.
  • Cap frequency. Display and Video campaigns allow a frequency cap. Demand Gen does not, which is one more reason to watch it closely.
  • Exclude converters. Remove people who already enquired or booked, unless you are deliberately selling them something else.
  • Set membership on purpose. Thirty days suits a quick decision. A villa fit-out may need 180.
  • Turn off sensitive content in the content suitability settings.

Placement exclusions are never finished. New apps and sites appear every week, so check the “Where ads showed” report weekly.

What AI is changing heading into 2027

Remarketing used to mean building a list and targeting it. Google’s AI now builds some lists itself and treats others as hints, and more of that arrives in 2027. Five changes matter:

  • Lists are signals in Performance Max and AI Max. Your audiences tell Google what your customers look like, and the AI is free to reach beyond them.
  • Google builds customer lists for you. Since August 18, 2026, Google has automatically created conversion-based customer lists for eligible accounts using Enhanced Conversions and Customer Match.
  • Customer Match feeds Smart Bidding. Lists in your account inform Smart Bidding and optimized targeting, even in campaigns where you never added them.
  • Gemini designs the ads. Asset Studio, announced at Google Marketing Live 2026, creates image and video assets from your website, which helps businesses that never had remarketing creative.
  • Dynamic Search Ads become AI Max in 2027. Google stops new DSA campaigns in January 2027 and moves the rest to AI Max from February, with search term matching, text customization and final URL expansion switched on. If you pair DSA with remarketing lists, review that campaign before Google converts it.

All five learn from your conversion data. If WhatsApp taps from job seekers count as conversions, the AI goes looking for more job seekers, so clean conversion tracking has to come first.

Example 1: a training provider in Dubai

Course decisions take days, not months, and the next intake date gives people a natural reason to come back. A setup for a Google Ads course could look like this:

Audience Membership Where Message
Course page visitors who didn’t enquire 30 days Search (observation), YouTube Trainer video, next course date
Visitors who opened the enquiry form 14 days Search, YouTube Course outline, participant testimonial
Past participants Customer Match YouTube Advanced or in-house training

Exclude people who already registered for that intake from every course ad. Reminding someone about a course they’ve booked is money spent for nothing.

Example 2: an interior design firm in Dubai and Abu Dhabi

Fit-out projects are expensive and slow. Couples compare portfolios for weeks before booking a site visit, so membership runs longer and video does more of the work:

Audience Membership Where Message
Portfolio page visitors 180 days YouTube Finished project walkthroughs
Consultation page visitors 90 days Search (observation), Display Site visit booking, design process
Past clients Customer Match YouTube Second property, referral offer

Build separate Dubai and Abu Dhabi lists if your projects or prices differ by emirate. A villa owner on Saadiyat Island and an apartment owner in JLT need different messages.

The rule most clinics miss

Google’s health in personalized advertising policy treats health as a sensitive category. Ads for services like these can’t use Customer Match or your data segments:

  • Mental health and addiction counseling
  • Cosmetic surgery, injections and other invasive procedures
  • Fertility and pregnancy treatment
  • Chronic conditions, sexual health and intimate health

Google’s policy page lists no country exceptions, so clinics in Dubai, Abu Dhabi and across the GCC are covered. Demand Gen campaigns, which rely on these audiences, may not serve for them at all.

Clinics still have options: strong Search campaigns, Google’s own in-market and affinity audiences, contextual placements, and SEO that brings patients back through search. Check each service against the policy before building any audience.

Remarketing mistakes I keep finding in audits

Most wasted remarketing budget comes from the same few settings. These show up in account after account:

  • One list of all visitors, kept for the maximum duration
  • No exclusion for people who already converted
  • The same ad for a first-time visitor and someone who nearly booked
  • Display running with no app or placement exclusions
  • Audiences built on WhatsApp taps rather than real leads
  • Clinic campaigns using lists the health policy doesn’t allow

Each one takes minutes to fix, and together they explain most remarketing campaigns that “don’t work.”

What to do this week

Open your account and work through these in order. None of them needs a new budget.

  1. Check your data segments and note which lists have reached 100 active users.
  2. Add your website visitor lists to Search campaigns on observation.
  3. Link your YouTube channel to Google Ads so viewer lists start building.
  4. Add converter exclusions to every remarketing campaign.
  5. If you run Display, exclude apps, set a frequency cap and review placements weekly.

Clinics should add one step before all of these: check each service against Google’s health policy.
